New people can't sign up to vote.

This happened to me 3 weeks ago, when I tried to sign up the first time... I think I had 7+6. Then it gave me an "easier" one, but I still spent an hour counting on my fingers & checking w/ my 10 year old to make sure I was right w/ the first 1. I thought I drank my long term math memory, for a while there. I find this news extremely reassuring.

we put a change in a few minutes ago and it caused the problem. Should be working now.
